Welcome to the website of the Independent Reconfiguration Panel (IRP) The Independent Reconfiguration Panel is the independent expert on NHS service change. We were established in 2003 to provide advice to the Secretary of State for Health on contested proposals for health service change in England. We also offer ongoing support and advice to the NHS and other interested bodies on successful service changes.
